ABOUT US
PUBLIC ASSOCIATION “ENERGY UNION” is a voluntary professional public association of individuals and legal entities involved in the energy sphere, created to protect the rights and freedoms, and to satisfy the economic, social, cultural, ecological, and other interests of its members. The association was established to carry out activities with the status of a legal entity.
A landmark event of 2019 was the opening of retail and later wholesale electricity markets aimed at reforming the electricity sector to integrate the energy markets of Ukraine and the EU. This was achieved through the implementation of Directive 2009/72/EC of the European Parliament and the Council on common rules for the internal market in electricity, approved by the Government of Ukraine, into Ukraine’s domestic legislation. This Directive is part of the EU’s “Third Energy Package.” One of the principles of this Directive is the “full opening of the internal market, allowing all EU citizens to freely choose their suppliers and all suppliers to freely provide services to their clients, in compliance with the freedoms guaranteed to EU citizens (including the free movement of goods, freedom of establishment, and freedom to provide services).”
In the energy sector, we aim to achieve full integration of Ukraine’s and the EU’s energy markets by improving the country’s energy policy in accordance with European legislation and regulations. The harmonization of the provisions of this EU Directive is expected to lead to effective competition in the electricity market, improved business conditions for all market participants, and the best possible offers for consumers.
The reform has been implemented; however, as operations adapt to the new conditions, shortcomings and problems constantly arise and are addressed on a case-by-case basis, without significant involvement of interested parties. Constructive dialogue is lacking!

Partnership and cooperation
OBJECTIVES, GOALS, AND AREAS OF ACTIVITY
The primary objective of the Union is to promote the development of Ukraine’s energy market, protect the rights and freedoms of energy market participants in Ukraine, facilitate the development and implementation of energy-efficient technologies, enhance Ukraine’s energy security, and transform Ukraine’s energy sector into a modern, market-oriented, and EU-integrated growth factor.
The goal of the Union’s activities is to create a common platform for cooperation among participants in Ukraine’s energy market to ensure the most favorable business conditions, foster market liberalization, and accelerate the development of Ukraine’s national energy sector in harmony with the energy legislation of the European Union.
The main areas of activity of the Union are:
- Promoting the development and liberalization of Ukraine’s energy market and energy sector;
- Facilitating the development and implementation of energy-efficient technologies;
- Organizing professional development for specialists in the energy sector;
- Organizing activities to improve the system of training, retraining, and professional development of personnel; promoting the dissemination of professional knowledge by engaging leading experts, and facilitating training, retraining, and internships both in Ukraine and abroad;
- Developing and implementing proprietary professional certification programs that meet the standards of best global practices;
- Organizing and preparing market participants for certification and its execution — forming and implementing a system of continuous professional development;
- Protecting the rights and freedoms of energy market participants in Ukraine;
- Providing organizational, legal, economic, and other advisory and informational assistance to Union members;
- Representing and protecting the legitimate interests of the Union and its members in governmental and public structures as well as in relations with non-governmental organizations

HOW TO JOIN
Consultations on organizing work in Ukraine’s energy market, review and discussion of problematic issues, and preparation of coordinated appeals to state authorities regarding the resolution of issues for stable operations in the energy sector. New licensees will be provided with professional advice and consultations on working in the energy market.
Members of the Union can include private legal entities, Ukrainian citizens, foreigners, and stateless persons residing in Ukraine on legal grounds, who are at least 18 years old, recognize the Union’s Charter, and contribute to activities aimed at achieving the Union’s objectives.

FOUNDING DOCUMENTS
The Union operates in accordance with the Constitution of Ukraine, the Civil Code of Ukraine, the Tax Code of Ukraine, the Law of Ukraine “On Public Associations,” the Law of Ukraine “On State Registration of Legal Entities, Sole Proprietors, and Public Formations,” other applicable legislation of Ukraine, and its Charter. The legal basis for the Union’s activities also includes regulatory documents and general decisions adopted by the Union within its statutory powers.
The Union is a non-profit organization, whose primary goal is not to generate profit.
