The President of Ukraine has signed Law No. 12087-d, which implements key provisions of European energy legislation aimed at integrating energy markets, enhancing security of supply, and strengthening competitiveness in the energy sector.
This is a strategically important milestone for Ukraine’s electricity market, establishing the legal framework for the further implementation of market coupling and the gradual integration of Ukraine’s electricity market into the European Union’s single energy market.
Ukraine has taken another significant step toward strengthening its energy resilience and integrating the Ukrainian and European energy markets. President Volodymyr Zelenskyy signed the Law “On Amendments to Certain Laws of Ukraine Regarding the Implementation of European Energy Legislation on Energy Market Integration, Security of Supply, and Competitiveness in the Energy Sector.”
In practical terms, the Law provides for:
- the introduction of cross-border balancing mechanisms for electricity generation and consumption, including participation in European balancing platforms, which will enhance the operational reliability of both NPC Ukrenergo and EU transmission system operators (TSOs);
- enabling NPC Ukrenergo to exchange and/or share balancing reserves with other European TSOs, thereby strengthening the collective energy resilience of Ukraine and the European Union;
- expanding opportunities for consumer participation in the electricity market and promoting the development of distributed generation, including through aggregation and demand response mechanisms;
- establishing the legal framework for market coupling between Ukraine’s Day-Ahead Market (DAM) and Intraday Market (IDM) and the corresponding EU market segments, creating the conditions for increased market liquidity and deeper integration of electricity trading with EU Member States;
- defining the rules for the designation of Nominated Electricity Market Operators (NEMOs) under a competitive market model, which is a key prerequisite for coupling Ukraine’s DAM and IDM with the corresponding EU market segments;
- introducing pre-dispatching as a separate mechanism for managing system constraints and network congestion, improving the efficiency of congestion management in accordance with market-based principles aligned with European practice.
