ATTENTION SUPPLIERS AND ENERGY MARKET PARTICIPANTS!
In recent days, the National Commission for State Regulation of Energy and Public Utilities (NEURC) has published a number of important draft regulatory acts that could significantly impact the activities of electricity suppliers, traders, and other market participants.
It should be noted that these drafts were developed by NEURC in compliance with the requirements of current legislation, specifically the Law of Ukraine on the implementation of European law norms, the integration of energy markets, and the enhancement of supply security and competitiveness in the energy sector.
Among them are:
- amendments to NEURC Resolution No. 254;
- amendments to the Commercial Metering Code of Electricity;
- a draft law on the implementation of REMIT requirements and the prevention of abuse in the wholesale energy market;
- amendments to the procedure for controlling licensees and the methodology for determining NEURC fines.
The proposed changes relate to licensing activities, commercial metering, state control, the liability of market participants, and compliance with legislation in the energy sector.
The deadline for submitting proposals for certain drafts expires as early as June 15–19, 2026.
We urge market participants to carefully review the published documents and take the opportunity to submit their comments and proposals as part of the open consultations conducted by NEURC.
It is crucial that during the public discussion phase, market participants have the opportunity to convey their practical stance and contribute to the formation of effective regulation that takes into account real-world market experience.
We also ask members of the Public Association “Energy Union” to send their proposals to the Union so we can summarize them and form a consolidated position on behalf of the professional community.
Together, we will promote the development of a transparent, competitive, and balanced energy market in Ukraine.
