Ukraine’s Energy Market: Q3 2025 Results Through the Lens of the Energy Community Secretariat

Despite ongoing attacks on Ukraine’s energy infrastructure, the country continues to implement key reforms necessary for full integration with the EU energy market.

These conclusions come from the Energy Community Secretariat’s Ukrainian Energy Market Observatory Report for Q3 2025.

Key highlights of the report:

  • The Verkhovna Rada adopted the Electricity Market Integration Package (No. 12087-d) in the first reading — a major step toward harmonising Ukraine’s electricity market with EU standards.
  • The National Energy and Utilities Regulatory Commission (NEURC) approved the rules for long-term cross-border capacity allocation with Hungary, Romania, and Slovakia; the first auctions are expected in Q4 2025.
  • The report also stresses that, despite difficult wartime conditions, Ukraine continues to strengthen its regulatory framework for the electricity and gas markets, expand cross-border integration, and steadily advance toward full synchronisation with the European energy system.
