NEURC Amends the Market Rules: What Should Market Participants Pay Attention To?

On June 9, 2026, the National Commission for State Regulation of Energy and Public Utilities (NEURC) approved amendments to the Electricity Market Rules aimed at strengthening financial discipline, increasing the transparency of market operations, and improving the interaction between market participants and the transmission system operator.

Among the key innovations:

  • Strengthened protection for participants of balancing and aggregated groups in cases of problems arising with the balance responsible party (BRP).
  • Clarified mechanisms for the renewal of imbalance settlement agreements, which should reduce risks for market participants.
  • Improved information interaction between the TSO (Transmission System Operator) platform and the organizers of electronic auctions for the sale of electricity under bilateral contracts.
  • Introduced changes regarding financial guarantees and settlements in the balancing market.

In our opinion, the changes regarding the financial guarantees of BRPs and the protection mechanisms for participants of balancing groups deserve special attention. It is these provisions that may have the most tangible practical impact on the activities of suppliers, traders, producers, and aggregators.
