Energy Union Held a Working Meeting on Practical Aspects of CBAM Implementation

On April 8, 2026, Public Association “Energy Union” held a working meeting dedicated to the practical aspects of applying the Carbon Border Adjustment Mechanism (CBAM) to electricity exports.

During the meeting, an expert discussion took place with the participation of representatives of public authorities, including the National Energy and Utilities Regulatory Commission (NEURC), the Ministry of Energy of Ukraine, NPC Ukrenergo, as well as electricity market participants — traders, suppliers, and electricity producers.

Special thanks to Mr. Oleksii Orzhel, Head of the Kyiv Office of the Energy Community Secretariat, for his comprehensive presentation and practical clarifications on the application of CBAM.

As a result of the discussion, participants agreed on the need to consolidate the market position and prepare relevant proposals to the Energy Community Secretariat and the Ministry of Energy of Ukraine.

Particular attention was paid to the need to consider force majeure circumstances under which Ukraine’s energy sector operates, as well as the feasibility of initiating the issue of postponing CBAM implementation for the Ukrainian electricity sector.

The proposals expressed will be summarized and taken into account in the preparation of a consolidated submission.
