Announcement: Law of Ukraine №13219 Signed on April 28, 2025

Dear members of the Union,

We inform you that the Law of Ukraine №13219, dated April 28, 2025, “On Amendments to Certain Laws of Ukraine to Improve Competitive Conditions for Electricity Production from Renewable Energy Sources” has been signed.

The law is comprehensive: its main part focuses on the development of the renewable energy sector, improvement of market mechanisms, and further integration of the Ukrainian electricity market with European approaches.

At the same time, the document contains a number of important provisions for electricity market participants, including:

  • Continuation of the Universal Service Provider (USP) mechanism for the period defined by law.
  • Extension of “green” auctions until 2034.
  • Further development of the Guarantees of Origin system for electricity.
  • Introduction of new financing instruments for renewable energy projects.
  • Harmonization of Ukrainian legislation with European practices, particularly in the context of achieving NECP-2030 goals.
  • Focus on ensuring the country’s energy resilience in conditions of wartime.

We would like to draw special attention to an important provision resulting from joint efforts of the market and the professional community:

  • Amendments allowing individual entrepreneurs (FOP) on the simplified tax system to operate as active consumers.

This decision opens additional opportunities for the development of distributed generation, self-generation, and participation of small businesses in modern energy market mechanisms.
