The Government Approved National Greenhouse Gas Emission Coefficients for Final Energy Consumption

On February 5, 2026, the Cabinet of Ministers of Ukraine approved the resolution “On the Approval of Nationwide Weighted Greenhouse Gas Emission Coefficients Arising from Final Energy Consumption.”

The use of national coefficients will allow Ukrainian exporters to operate with actual data from Ukraine’s energy system instead of standard international values, particularly within the framework of the Carbon Border Adjustment Mechanism (CBAM).

This will make it possible to reduce the calculated carbon footprint of Ukrainian products and lower the financial burden on businesses when paying carbon fees.

The approved coefficients can also be applied to calculate greenhouse gas emission reductions in the implementation of energy efficiency measures in buildings, in accordance with the Law of Ukraine “On Energy Efficiency of Buildings.”

The coefficients were calculated in accordance with the Methodology approved by the Order of the Ministry of Environmental Protection and Natural Resources of Ukraine dated May 9, 2025, No. 938.
