NEURC Approves a Comprehensive Action Plan to Integrate the Energy Markets of Ukraine and the EU

The National Commission for State Regulation of Energy and Public Utilities (NEURC) has developed a comprehensive action plan for the practical and timely implementation of the Law of Ukraine No. 4834-IX dated April 7, 2026, aimed at integrating the Ukrainian electricity market into the internal market of the European Union.

The document outlines over 200 measures for a comprehensive update of the regulatory and legal framework in the electricity sector, in accordance with the European rules for energy market operations.

Key areas of focus include:

  • Implementation of the market coupling mechanism.
  • Development of cross-border balancing.
  • Implementation of capacity mechanisms, flexibility services, aggregation, and demand response.

The realization of these planned steps is designed to ensure the further integration of the Ukrainian electricity market into the EU energy market and the fulfillment of Ukraine’s European integration commitments.

Furthermore, the Regulator will work on developing new mechanisms for the functioning of the integrated electricity market in accordance with the EU acquis.

The first practical step in this direction has already been taken: on April 28, 2026, NEURC approved the draft Procedure for the Appointment of a Nominated Electricity Market Operator, which is currently undergoing public consultation.

Active interaction with market participants, the public, and European partners will serve as a crucial prerequisite for the effective integration of the Ukrainian and EU energy markets, enhancing energy security, and fostering a competitive environment in the electricity sector.
