
The Cabinet of Ministers of Ukraine has amended Resolution No. 1055 of December 12, 2018, and extended the fulfillment of special obligations by universal service providers, which are imposed on participants in the electricity market.
The purpose of this decision is to create conditions for reliable and uninterrupted electricity supply to household consumers and small businesses. Conducting supplier selection contests during martial law is organizationally complex and risky: the market operates under conditions of debt, uneven payment discipline, and damaged infrastructure, especially in frontline regions. Changing suppliers under such conditions could cause supply disruptions and additional risks for consumers.
The document stipulates that during martial law in Ukraine, a contest to determine the universal service provider will not be held, and universal electricity services will continue to be provided by the same suppliers.
