Our appeal, along with those of other Ukrainian energy market participants, to the Energy Community Secretariat regarding the unacceptable suspension of market data publication in the electricity sector has not gone unanswered.
In its official statement (Assessment 2/25), the Secretariat clearly emphasized that the decision made under Order No. 27-dsk is non-transparent, violates the Law of Ukraine “On the Electricity Market”, and contradicts the requirements of the EU Electricity Directive, which Ukraine is committed to implementing under its Energy Community membership.
Key remarks from the Secretariat:
- According to the REMIT Regulation, the results of the day-ahead market (DAM) and intraday market (IDM) constitute inside information and must be disclosed publicly.
Withholding such data creates risks of insider trading. - The suspension of data publication poses a systemic threat to the transparency of Ukraine’s energy market and undermines the investment climate in the sector.
We call on NEURC and all responsible authorities to implement the recommendations of the Energy Community Secretariat in full and to ensure that such violations do not occur in the future.
Transparency is not a “minor issue” — it is the foundation of trust in the market.
