The PA “Energy Union” Discussed Practical Aspects of Applying the Cabinet of Ministers’ Resolution on the Launch of Long-Term Auctions in the Electricity Market

On June 17, 2026, the Cabinet of Ministers of Ukraine announced the launch of a mechanism for long-term contracts in the electricity market. However, market participants waited a few more days for the official publication of the regulatory act, as the text of the document was essential to determine the operating rules of the new mechanism.

Finally, the Resolution of the Cabinet of Ministers of Ukraine No. 799 dated June 15, 2026, “On Amending the Procedure for Conducting Electronic Auctions for the Sale of Electricity under Bilateral Contracts”, was published.

The document introduces special auctions for the sale of standard products for periods of 3, 6, and 12 months. The sale of electricity will be carried out by JSC “NNEGC ‘Energoatom'” and PrJSC “Ukrhydroenergo” through special auction sessions in defined volumes. The resolution also outlines the procedure for conducting auctions, requirements for the starting price, guarantee provision, conclusion of contracts, and specific conditions for buyer participation.

Almost immediately after the document’s publication, the PA “Energy Union” analyzed it and brought the issue of the practical application of the new rules up for discussion during an online meeting of the Association’s members.

Roman Matviienko, Director for Government Relations at the Ukrainian Energy Exchange, joined the professional discussion. He provided clarifications on specific provisions of the resolution and answered numerous questions from representatives of suppliers, traders, and consumers.

During the discussion, participants focused not only on the advantages of the new mechanism but also on the practical issues of its implementation, potential risks for market participants, and specific provisions of the resolution that may require further elaboration to ensure a stable and uninterrupted supply of electricity.

Based on the results of the discussion, the members of the PA “Energy Union” agreed to consolidate the practical proposals and comments of market participants and send them to the Auction Committee. The goal of this work is to improve the long-term auction mechanism so that the new tool is as effective as possible for the market and does not create additional obstacles when supplying electricity to end consumers.
