Public Association “Energy Union”, in response to обращения from market participants — universal service providers — has sent official letters to the National Energy and Utilities Regulatory Commission (NEURC) and the Verkhovna Rada Committee on Energy and Housing and Communal Services regarding the need for urgent regulatory clarification of the situation that arose after the entry into force of Law of Ukraine №4777-IX.
The issue concerns practical aspects of applying the new legislative provisions during settlements for March 2026 related to services provided by universal service providers within the framework of public service obligations (PSO).
At present, market participants require clear legal certainty and a coordinated mechanism of actions to ensure the timely execution of settlement documents, financial transactions, and proper fulfillment of obligations to all parties involved, including households generating electricity under the “green” tariff scheme.
Public Association “Energy Union” expresses its expectation for a prompt and professional resolution of this issue and stands ready to contribute to the development of balanced solutions in the interests of the stable functioning of the Ukrainian electricity market.
