On March 17, 2026, Public Association “Energy Union” conducted a survey and working discussions with electricity traders and suppliers regarding key issues in electricity import and export.
Market participants provided feedback on the real challenges companies face in their daily operations.
We note that the issues are systemic and require a comprehensive solution.
The market clearly signals that there are a number of practical barriers — regulatory, financial, and technical — which are already constraining the development and operations of companies.
At the same time, we observe the position of the state:
Ukraine has gone through a challenging winter, is restoring generation, strengthening integration with the EU, and planning to increase import capacities.
However, without taking into account the real experience of market participants, achieving these goals will be difficult.
Therefore, we continue to collect proposals from companies.
We are particularly interested in issues related to:
- Electricity imports (retail and wholesale markets)
- Electricity exports
- CBAM impact
- Liquidity, settlements, and other related issues
