On March 5, 2026, the Energy Union Public Association held a working meeting of universal service providers to discuss one of the pressing market issues — verification of household consumers with outstanding debts.
During the discussion, participants highlighted the lack of complete identification data for consumers, which significantly complicates suppliers’ operations. This issue is particularly acute in wartime conditions: population displacement, rental housing, and frequent changes in actual residents.
The meeting brought together universal service providers from various regions of Ukraine. Representatives of the Ministry of Energy of Ukraine, the National Energy and Utilities Regulatory Commission (NEURC), and the Verkhovna Rada Committee on Energy and Housing and Communal Services were also invited to participate in the discussion.
As a result of the discussion, participants agreed on the need to develop a common position regarding possible regulatory solutions to address this issue.
