On December 30, 2025, the NEURC Commission will hold a meeting where it is planned to adopt Amendments to the Temporary Procedure for determining electricity purchase volumes during the transitional period.
We remind you that open discussions on the relevant draft took place on December 22–23, 2025. We thank all market participants who contributed comments and proposals.
Regarding the postponement of the implementation of incentive coefficients for budget institutions and enterprises included in the Unified Register of Budget Managers and Recipients until December 31, 2026:
The draft resolution provides the following wording:
*”The procedure provided by this paragraph for the formation of hourly electricity load schedules shall apply until December 31, 2026, inclusive:
- For metering points of Group “A” of enterprises, institutions, and organizations included in the Unified Register of Budget Managers and Recipients (hereinafter – the Register), starting from January 1, 2026, provided that information about them is available in the open part of the Register;
- For enterprises, institutions, and organizations whose information is absent from the Register or access to such information is restricted — from the first day of the month in which such enterprises, institutions, and organizations provide the system operator with documentary confirmation of receiving budget funds from managers registered in the Register.”*
We are awaiting the results of the meeting and the official decision of the Commission.
