
The Cabinet of Ministers of Ukraine has approved the draft Law of Ukraine “On Amendments to Certain Laws of Ukraine Regarding the Implementation of European Union Legislation in the Field of Renewable Energy Sources.”
The document was developed by the Ministry of Energy of Ukraine in fulfillment of the Ukraine Facility Plan and Ukraine’s obligations as a Contracting Party to the Treaty establishing the Energy Community, as well as for the implementation of EU legislation by aligning the national regulatory framework in the field of renewable energy with European requirements.
“Ukraine’s membership in the European Union remains an unwavering priority for the Government. The adoption of this draft law will be an important step toward implementing European Union legislation within Chapter 15 ‘Energy’ of the accession negotiation chapters, as well as under the Ukraine Facility Plan,” emphasized Acting Minister of Energy of Ukraine Artem Nekrasov.
The draft law provides for the implementation of EU legislation in the field of renewable energy, in particular with regard to:
- harmonization of national terminology in the field of renewable energy with EU terminology;
- specific aspects of calculating the share of energy from renewable sources and setting the national target;
- renewable energy communities and the specifics of their functioning;
- introduction of key principles for permitting procedures for renewable energy projects in line with EU requirements;
- mechanisms for statistical transfers with EU Member States, implementation of joint projects, and renewable energy support schemes;
- specific aspects of establishing dedicated zones for the development of renewable energy, energy storage facilities, and grid infrastructure;
- clarification of existing legislation regarding sustainability criteria and greenhouse gas emission reductions for biofuels, bioliquids, and biomass fuels.
The adoption of the draft law will result in Ukraine fulfilling its obligations, primarily within the framework of preparations for accession to the European Union.
